PROXY PENIS

A world without nuclear weapons (Mr. President) is nothing more than a wild pipe dream.

Why? Because a belligerent like Russia (with its third-rate military) uses its nuclear arsenal as a proxy penis. And without it--the former communist nation would be rendered totally impotent on the world stage.

And, as any astute political observer knows--Vladimir Putin would never allow that.
